The Mission City Council on Wednesday night approved a new fee charging every homeowner $72 a year and small businesses $3,558 a year beginning in [...] But J.D. To help fund C.H.A.M.P.S., she does the bookkeeping herself, runs a small thrift shop and has successfully hosted a formal fundraiser.
